Gazeta Express has learned that political directors for Western Balkans of the five Western powers: U.S. UK, France, Germany, and Italy have met in Washington to consult related to the final phase of the dialogue between Kosovo and Serbia. The final phase of the dialogue is expected to end with a legally-binding agreement on normalisation of relations between the two countries.

A source told Gazeta Express that Western diplomats have agreed on the key principles of Kosovo-Serbia dialogue. One of these principles, reportedly is that “a bad agreement is worse than no agreement.”

“Bad agreement is considered Kosovo’s partition and allowing creation of a Republika Srpska in Kosovo,” the source said. Gazeta Express has reported on Wednesday that representatives of five western countries convened in Washington to discuss modalities of the Kosovo-Serbia dialogue. In these consultations Europeans are represented at the level of political directors for Balkans whereas the U.S. sent its US State Department official of the same level.

Presidents of Kosovo and Serbia who are leading the EU-facilitating dialogue in Serbia have announced that a final phase of the dialogue will start soon. Also the EU in its enlargement strategy published in February called on Kosovo and Serbia to launch a final phase of dialogue and reach a legally-binding agreement on normalisation of relations, which has been supported also by the U.S. Reportedly the final phase of the dialogue on normalisation of relations between Kosovo and Serbia will be intensive and expected to be concluded within this year or in 2019 at latest.
