Putin sent birthday wishes to jailed former Armenian President Robert Kocharyan ahead of a meeting with Prime Minister Nikol Pashinyan, who holds more power than the largely ceremonial president, as Russia continues to lose its grip on Armenia.

The message, published by the Kremlin, came after Kocharyan was detained last week and ordered held for two months on corruption charges.

“In Russia, we do not forget your personal contribution to the development of friendly, allied relations between our countries,” Putin wrote.
