Paris wants concessions in unrelated negotiations for reform of spending targets, and sees its vote for next EIB chief as a way to get them.

The hotly contested race for president of the European Investment Bank is becoming tangled up with other thorny EU topics under negotiation — with France suggesting it may use its support as a potential bargaining chip. 

Paris has signaled it could back Spain’s Finance Minister Nadia Calviño for the role if it can get its way in other areas, notably in the reform of national spending rules, where the French government is at loggerheads with Berlin over how strict to be on the pace of countries' debt reduction.
